Document Abstract (introduction):
Some weeks prior, the following 2-page flyer was drafted and distributed by walking letter box drop to local residents of Katoomba by Neil Stuart, having been endorsed by the following supportive local residents around Katoomba Falls Creek Valley:

The flyer invited residents close-by to Katoomba Falls Creek Valley (The Valley) to attend a resident meeting on 19th November 1989. The flyer is self-explanatory. The meeting was also held in the same large shed. (Photo below).
The environmental conservation purpose of the meeting is outlined, a sketch map of The Valley is included highlighting (shading) the public lands of concern.
The flyer drew from an old local topographic map of the Katoomba area that included Katoomba Falls Creek Valley. Neill then superimposed a rough overlay outline of the water catchment area (dashed outler line) plus highlighted in red shading the four disparate public lands owned by Council within that catchment. See image below.


In addition, at that second meeting of residents around Katoomba Falls Creek Valley (The Valley) a number of formational shared discusses were had about how residents could help protect the environment of The Valley’s public lands, and to discuss launching a resident-based campaign to that effect. This is outlined in the follow up letter signed by attendees that was posted to the then Blue Mountains Alderman Whitehare to get involved. This is a copy of that letter.
Basically, The Friends were, within two months of their very first meeting, by 10th December 1989 forming as an organised local resident group with clear purposes.

A early photo of the Catalina Motor Racing Circuit which had come to dominate the northern portion of The Valley through Frank Walford Park. It had since 1957 been an impost upon residents approved by Council – forced evictions, the loud noise, the out of town crowds of spectators, Jack Brabham’s helicopter buzzing over local homes, residents driveways blocked by spectator cars. Council all the while nonchalant.
